Construction Problems











To start addressing the issue, we will define the term, efficiency of investments in the Peruvian construction in infrastructure: "It must be understood for efficiency investments, the fact that specific: first the work ( product of project construction) actually meets the requirements as the need that gave rise to (achieve full satisfaction of end users), secondly it is a real contribution to growth and development of zone economic or population benefited and thirdly, that really the work contributes to improving the quality of life for end users or beneficiaries . "

Construction is one of the activities that have greatest impact on the economy nationwide. Given this premise questions arise concerning the indicators which support this claim, for purposes of this article, we will use a direct indication regarding the extent of Peruvian investments in the last twelve years. According to the information displayed has been established that the cumulative investments of the last twelve years came to U.S. $ 10.139 '000, 000.00, an amount that is highly significant. This is where the first apparent contradictions emerge: How can one indicate the amount of investment as high as if it were part of the problem of construction?.

We as citizens who are part of this "rich and beautiful country," must ask certain questions of character to clarify the issue of construction, such as:

What percentage of the investment, resulted in works that have truly met the needs that originated?

What number of works has actually contributed to improving the quality of life of the population?

How many and what types of works, have collapsed before it opened?

Are the works that were unsuccessful, i.e., those not responding to the need, what failed: in the project in implementation during its lifetime, and so on?

What statistics on such data are handled historical in Peru?

Is there a legal framework to promote and publicize the need for implementation of the "Quality in Construction"?

Does it affect in any way (in the results of the works) the criterion for award of works that is the lowest bid?

Does the system approach to institutions and companies involved with the project construction?

What measures or steps should be issued to improve the efficiency of investments in the country?

Who would be forced to work in implementing the philosophy of quality, to make it part of their management or daily job?

What is the role of quality in construction - building experts, has an effect on the results of the works are delivered to the society?

Each of these questions raises concerns for all those who are related to the construction of direct and indirect. Finally, it is possible to note that the questions before you made the problem of future construction, not just in Peru but true to other countries as well.
